The scope of work consists of providing professional landscape architecture services for the Marrero Revitalization Project, specifically the design of a neighborhood pocket park at 6613 Westbank Expressway, Marrero, LA. The design should include resiliency features such as site drainage improvements and green infrastructure to manage stormwater and prevent flooding, bioswales and permeable walkways to mitigate flooding during heavy rainfall, resilient building materials to reduce storm impact, and native plant species to enhance soil stability and support the local ecosystem. Supplemental services may include civil, electrical, and traffic engineering, geotechnical services, land surveying, and resident inspection. Instructions to bidders: Persons or firms interested must have at least one principal who is a licensed, registered professional engineer, architect, or landscape architect in Louisiana; have a professional in charge who is a licensed, registered landscape architect in Louisiana with a minimum of five years' experience; and have at least one employee who is a licensed professional in the applicable discipline (a subcontractor may only be used for this if more than one discipline is involved). Subcontractors must be identified and must also submit a professional services questionnaire. Evaluation of firms will be based on professional experience, firm size, capacity for timely completion, past performance on disaster recovery or CDBG projects, location of the principal office, legal proceedings history with the Parish, and prior successful completion of similar projects. Only those receiving at least 70% of the total possible evaluation points will be deemed qualified. Affidavits and insurance are required before contract approval.
