Site work for a water / sewer project in Visalia, California. Completed plans call for site work for a 6,600-square-foot water / sewer project.

The contractor shall furnish all labor, materials, equipment, and incidentals to remove, transport, and dispose of the existing biofilter media from both cells (Cell A and Cell B) of Biofilter No. 1 (BF01), totaling approximately 6,600 square feet of effective media surface area at a 3-foot effective media depth, in accordance with all applicable local, state, and federal regulations. All disposal costs are the responsibility of the contractor and must be included in the bid price. The contractor must provide disposal manifests documenting the quantity and disposal location of all removed media prior to final payment. Following removal, the contractor must replace with new media meeting the specifications provided. The contractor shall inspect and assess associated odor control equipment (fans, ducting, dampers, irrigation system, sumps/underdrains, and controls), clean accessible surfaces only as necessary to facilitate media replacement, commission and test the system (airflow/smoke test, irrigation coverage, air balancing), and provide documentation. No ongoing or annual maintenance is included. No installation or replacement of liner, geonet, trench coatings, or structural system components is included in the base scope; repair or replacement of components is only if deemed unusable through inspection and authorized in writing by the City. Work should be coordinated with Plant Operations, maintaining odor-control service, and adhering to safety and environmental requirements as specified. Required submittals include media gradation reports, a cubic foot sample of proposed biofilter media, final air balance report, and commissioning documentation. Additional submittals, such as shop drawings and irrigation layout, are conditional upon authorized repairs or replacements. All change orders must be authorized in writing by the City prior to commencement. At project conclusion, the contractor must provide a signed affidavit that labor codes and prevailing wage rates were followed. The project is a one-time contract limited to media replacement and inspection. Instructions to bidders include: complete and submit the bid form in ink or type, ensure all mistakes are crossed out and initialed, submit the bid in a sealed envelope properly addressed and labeled, and include a security deposit of no less than 10% of the bid amount. Submit all required certifications, affidavits, assurances, and questionnaires with the bid. Bids must be received prior to the deadline. Bidders are required to attend at least one of the mandatory pre-bid meetings to be eligible. All items in the bid must be completed for consideration, and the lowest responsive, responsible bid will be awarded based on the total amount. Bonds and insurance are required as stated. Bidders are responsible for familiarizing themselves with the job site, specifications, and contract documents.
