Cleaning, preparing, and painting the spillway gate machinery at all twelve gates with one consistent coating system, including removal of all coatings that are not tightly adhered to the steel substrate and repair of any existing corrosion to restore surfaces to like-new condition. Surface preparation must utilize power shrouded tools with vacuum collection to meet SSPC-SP-3 (Power Tool Cleaning) requirements and ensure proper lead collection and disposal; where SSPC-SP-3 is not feasible, SSPC-SP-1 and the prescribed coating system must still be performed. Work includes coating accessible machinery surfaces while adhering to operational restrictions, including not disassembling active machinery components such as motors, gearboxes, or bearings, allowing removal of guards and covers as needed, coordinating use of the intake gantry crane and maintenance platform, limiting outages to no more than three gates at a time, coordinating bulkhead placement for access, and ensuring continuous access for Corps personnel to the intake crane.
