The work consists of relocating a section of Sulphur Springs Road out of the 100-year floodplain, with an approximate length of 800 feet. The project includes new 12' lanes that consist of 4" base rock, 8" of bituminous asphalt base, and 2" asphalt wearing surface. Work must be performed according to the provided Specifications, Job Special Provisions, and Plans, and, when not specifically covered, according to the currently effective 2025 Edition of the "Missouri Standard Specifications for Highway Construction," and the currently effective "MoDOT Standard Plans for Highway Construction." Bids must be submitted in triplicate in an opaque sealed envelope marked with the Project title, name and address of the Bidder, and be accompanied by the other required documents. Bids submitted electronically will be rejected. Late bids will not be accepted. All bidders must attend a Pre-Bid Meeting to be held at the Jefferson County Annex. Only bidders in attendance will have their bids considered. Bidders must be on MoDOT's Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2025 Edition, with the contractor questionnaire on file 7 days prior to bid opening. All labor used must be paid no less than the prevailing hourly rate of wages as established by the State of Missouri's Annual Wage Order. All bids require a cashier's check or bid bond in the amount of 5% and a certificate of insurance. Bids must be made on the provided forms, with three copies submitted (one original inked). Contractors and subcontractors must provide a minimum 10-Hour OSHA construction safety program to on-site employees within sixty days of beginning work. Jefferson County reserves the right to reject any or all bids or waive any informality in the bids received, and to award the contract to the lowest, responsive, responsible bidder.
