Skagit County is seeking bids for card lock fueling services, with a fixed margin over OPIS pricing. Services to be provided under this contract include the use of card lock sites for unleaded gasoline, ultra-low sulfur diesel #2, and Diesel Exhaust Fluid. The estimated annual usages are: unleaded gasoline - 155,000 gallons; unleaded premium gasoline - 500 gallons; ultra-low sulfur diesel #2 - 95,000 gallons; Diesel Exhaust Fluid - 1,000 gallons. The contract will be for three years without amendment and may be extended for up to three additional one-year terms at the sole option of Skagit County. Bids must include a surety company bid bond or a certified or cashier’s check for not less than five percent (5%) of the total bid price. Proposals must be submitted on the forms provided and received by the specified date and time. Oral, telephonic, telegraphic, electronic, or faxed proposals will not be accepted. All bid envelopes must be plainly marked on the outside with the project name, including bidder’s name and address. Incomplete or late proposals cannot be considered. Skagit County reserves the right to reject any or all bids and to waive any informalities or irregularities in any bid or bidding.
