The work to be performed includes the desilting of Temescal Creek (Line A) and the installation of an inline check valve from I-580 to Bay Street in Emeryville, Alameda County, California, Zone No. 12 Project. The work generally consists of providing a traffic control system; providing and implementing a water pollution control plan; job site management; designing, installing, maintaining, monitoring, and removing a dewatering system; excavating, removing, hauling, and disposing of sediment; furnishing and installing a 60-inch diameter in-line check valve; furnishing and installing a chain link fence and gate; furnishing and installing metal steps and a fall arrest pole; disposing of all resulting materials; and performing all miscellaneous work necessary to complete the project. Valid Certificates of Reported Compliance for the California Air Resources Board must be submitted electronically or in person by 2:00 p.m. on the second business day following bid opening. All contractors must submit bid proposals for all labor, material, equipment, mechanical workmanship, transportation, and services required. The project is subject to all local, state, and federal laws, rules, and guidelines contained in the plans and specifications, including but not limited to payment of prevailing wages. No contractor or subcontractor may be listed on a bid proposal unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5, with limited exceptions for bid purposes only. The contractor must possess a Class A or C-12 license at the time the contract is awarded and during the contract duration. Proper licensing at the time the bid is submitted is required except for certain joint ventures and federally-funded projects. All bidders must comply with the California Air Resources Board (CARB) In-Use Off-Road Diesel-Fueled Fleets Regulation and submit valid Certificates of Reported Compliance for a covered fleet and listed subcontractors, if applicable, no later than 2:00 p.m. on the second business day following bid opening. Bidders are encouraged to hire apprentices residing within Alameda County and to include disadvantaged, minority, and women-owned business enterprises. Bids may be rejected at the discretion of the Board of Supervisors.
