This project requests bids for construction services to provide and install a fire detection system at EWEB's Trail Bridge hydroelectric powerhouse in Linn County. Anticipated Award Date: June 02, 2026 Last Day for EWEB to Receive Questions May 4, 2026 Single point of contact: Submit all technical, bidding, website access, and contract questions to the Purchasing Contact, Wendy Lopez, in writing via email at wendy.lopez@eweb.org. DO NOT contact the project team without prior approval by the Purchasing Contact. A. The work covered under this Contract will be performed at the Trail Bridge Powerhouse owned by the Eugene Water and Electric Board (the Owner), located in Linn County, Oregon, approximately 71 miles east of Eugene on the upper McKenzie River; accessible by State Highway 126 East. B. There is a single generating unit named "Unit 1". The generator is housed within a cylindrical steel enclosure containing the generator, generator air coolers, and exciter. The main purpose of this enclosure (generator air housing) is to protect equipment from the elements and is not designed for continuous occupancy. A. The Contractor shall provide all labor, materials, design, procurement, installation, programming, calibration, testing, commissioning, and related services required to deliver a code-compliant, complete, and fully functional FDS for the Trail Bridge Powerhouse. B. As part of the base bid, the Contractor shall provide a detailed design stamped by an Oregonlicensed Fire Protection Engineer. The Contractor shall specify, design, furnish, and deliver all alarms, interlocks, controls, communication equipment, instrumentation, and mounting hardware required for a complete and functional installation. C. The FDS design shall interface with the existing Allen-Bradley ControlLogix unit control system and existing plant equipment. The Contractor shall be responsible for designing the full interface between the new FDS and the existing plant systems, including all required electrical and communication cabling, switches, routers, and other associated equipment necessary to meet the operational and performance requirements specified herein. D. The Contractor shall furnish and install all required communication system equipment, and all control, power, and communication cabling between Contractor-supplied equipment and the Owner's plant PLC. The Contractor shall pull wire to the Owner's PLC control panel and leave a minimum 10-foot coil of cable for the Owner's final termination. E. The Contractor shall perform all programming, calibration, interfacing, communications setup, testing, and commissioning necessary to ensure that the new fire alarm, fire detection, and Aspirating Smoke Detection systems are fully operable. F. The Contractor shall coordinate with the Owner to achieve complete and accurate commissioning of the interface between the FDS and existing plant equipment. G. The Contractor shall provide training for Owner's staff and supply the Owner with Operations and Maintenance Manuals, as-built drawings, and spare parts as described elsewhere in the specifications. H. Contractor shall coordinate with Owner to avoid conflicts with other work in the powerplant. I. The Contractor is encouraged to propose, as optional bid items, additional functionality not detailed in this Specification where these additions would benefit the Owner. Options thus proposed shall include sufficient supporting details to allow the Owner to fully evaluate the
