The project generally consists of scrub seal surfacing and epoxy paint striping on various county roads and Rural Improvement District (RIDs) in Lewis and Clark County, Montana Notice is hereby given that the Board of County Commissioners of Lewis and Clark County, Montana are soliciting competitive bids from interested parties for the construction of the 2026 Scrub Seal Project. The project generally consists of scrub seal surfacing and epoxy paint striping on various county roads and Rural Improvement District (RIDs) in Lewis and Clark County, Montana, as listed in Appendix A Locations, Descriptions, & Estimated Quantities and must be completed by the date noted in Article 4 of the Agreement. A cone of silence is established for this solicitation which prohibits any bidder, or entity with financial interest in the bid award, from communicating regarding the solicitation with any Lewis and Clark County elected official, employee, or agent other than the designated point of contact. Contractors are encouraged to check for any addenda issued prior to submitting a bid. All questions about the meaning or intent of the Bidding documents are to be submitted to the designated point of contact in writing and must be received no later than 4:00 p.m. local time on the date listed in Section 00100 Invitation to Bid. Question Deadline 05/11/2026 All bids must be accompanied by a bid bond or other form of security as specified in Montana Code Annotated 18-1-203, payable to Lewis and Clark County, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Contractor and any of the Contractors Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). All laborers and mechanics employed by Contractor or Subcontractors in performance of the construction work shall be paid wages at rates as required by Montana Prevailing Wage Rates for Highway Construction Services 2025. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Bids may only be withdrawn as provided in Section 15 of the Instructions to Bidders. The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid that is in the best interest of the Owner.
