Sealed bids are invited for the construction of airport improvements specifically for the acquisition of Aircraft Rescue and Fire Fighting (ARFF) equipment and tools. The project will be funded in part by grants from the Federal Aviation Administration under the Airport Improvement Program and the Wyoming Department of Transportation Aeronautics Division. Bids will be evaluated according to applicable federal, state, and local laws and regulations, and the contract will be awarded to the lowest responsive and responsible bidder, with no geographic preference. Each bid must include a bid security equal to ten percent of the total bid, provided as a bid bond, certified check, or cashier’s check payable to Sheridan County Airport. The successful bidder must furnish performance and payment bonds, each for 100 percent of the contract amount. Disadvantaged Business Enterprises are encouraged to participate, with requirements under 49 CFR Part 26. The contract is subject to all applicable federal contract provisions, including Buy American Preference, Davis-Bacon wage rates, and Title VI of the Civil Rights Act of 1964. The owner reserves the right to reject any or all bids, waive informalities, and re-advertise the project if necessary.
