The Consultant will provide construction management services, including environmental monitoring, labor compliance, and material testing for the San Lorenzo Way Bridge Replacement Project, which will replace the existing bridge on San Lorenzo Way over the San Lorenzo River in Felton. The Consultant will manage the project from startup to closeout, propose appropriate staffing levels, and ensure the Resident Engineer has bridge replacement experience under the direct supervision of a California Registered Civil Engineer. The project requires experience with state and federally funded bridge projects, knowledge of Caltrans standards, specifications, and requirements, and compliance with Build America, Buy America standards. Work includes project coordination as an extension of County staff, managing day-to-day project operations, preparing and transmitting documents for County approval, keeping the County informed on all activities, and resolving contract deviations. The Consultant will administer construction contracts, deliver services per plans and specifications, and manage all aspects of the project using industry best practices and Caltrans procedures. The contract method is cost-plus-fixed fee, subject to ICR financial review. The Consultant may propose changes to the scope but must clearly describe any deviations. Cost proposals are separate, confidential, and must follow specific formats with required supporting documents. Submissions must be made electronically as separate files including the technical proposal, cost proposal package, and required certifications.
