Conduct market research to identify qualified and interested firms capable of performing a large-scale construction project involving modernization of an existing aircraft hangar to support cyber warfare operations. The project consists of approximately 76,227 square feet of design-bid-build construction, including construction of a structural "building within a building" endoskeleton inside an existing hangar to accommodate three levels of cyber operations space. Work includes construction of office areas, conference and training spaces, and secure rooms built to appropriate security levels, along with a communications room designed to house servers and related equipment. The scope also includes installation of all required supporting infrastructure such as electrical, mechanical, communications, security systems, fire suppression systems, emergency power systems, and provisions for standby generator connection. Construction features are anticipated to include micro-pile foundations, progressive collapse design requirements, and multi-story structural systems. All construction performance must comply with EM 385-1-1 safety requirements and all applicable federal, state, and local laws, codes, and regulations. The project is expected to be executed as a competitive, firm-fixed-price contract using a best-value tradeoff process, with an estimated construction magnitude between $50 million and $75 million and an estimated performance period of 1,440 calendar days. Respondents should demonstrate experience with projects similar in scope and complexity, including multi-story secure facilities, large-scale interior construction within existing structures, and projects of at least 45,000 square feet. The project will require Cybersecurity Maturity Model Certification Level 2 (C3PAO). Subcontractors are encouraged to respond to identify areas of interest and socio-economic status for potential small business participation planning.
