The City of Greensboro is soliciting bids for implementation of the Remedial Action Plan at Bingham Park. The project is subject to the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA). The Contractor shall comply with all federal, state, and local environmental laws and regulations governing the handling, transportation, treatment, storage, and disposal of hazardous and non-hazardous materials encountered during the work. Bidders must possess and maintain all licenses, permits, and certifications required to perform the Work. The work generally includes timbering, clearing and grubbing, erosion and sedimentation control, stormwater control, groundwater monitoring well and landfill gas (LFG) probe abandonment, utility management, excavation and relocation or disposal of surficial and buried waste from select areas, the installation of a protective cover soil system above waste (i.e., a nonwoven geotextile demarcation fabric above waste and 12-inches of fill above the demarcation fabric), streambank stabilization, grading, and other incidentals as shown on the Drawings and detailed in the Project Specifications. All work will be completed by the selected contractor within 16 months of the date of mobilization. The contract completion date will be extended for approved change orders or weather delays. The Owner reserves the right to reject any or all bids and to waive informalities. he anticipated issuance of the Notice to Proceed and construction start date is estimated to be in October 2026. The Site remedy must be completed in 16 months from the date fixed by the Notice to Proceed. The construction start date will be determined at the pre-construction meeting.
