Renovation of a detention facility in Franklin, Indiana. Completed plans call for the renovation of a detention facility.

Johnson County, Indiana, acting by and through its Board of Commissioners, will receive sealed bids for the Johnson County Jail Reroof Project in Franklin, Indiana. Specifications, Instruction to Bidders, and Bid Forms will be ready and may be obtained by contacting the County Project Manager. Bid security in the amount of 2% of the bid amount, including alternates, must accompany each bid. Bid security shall be in the form of a bid bond, cashier's check, or certified check payable to the Board of Commissioners of Johnson County, Indiana. The successful bidder will be required to furnish performance and payment bonds for one hundred percent of the contract price prior to execution of contracts. The Commissioners reserve the right to accept or reject any bid and to waive any irregularities in bidding. All bids may be held for a period not to exceed ninety days before awarding contracts. The existing facility consists primarily of a ballasted EPDM membrane assembly. New construction was added in 2021 and is not a part of this project. The attached plan shows the areas to be reroofed. Please note that there is a base bid and one alternate. The existing ballast is to be removed along with the existing EPDM roofing material and all existing rigid insulation layers. All of this material is to be removed from the site and disposed of in a legal landfill. The existing metal roof deck should be inspected for any deterioration, and any areas of concern are to be brought to the Owner's attention immediately. A minimum of 4" of new polyisocyanurate rigid insulation is to be installed over the existing metal roof decking. Provide minimum 1/4 " per foot slope to all roof drains/scuppers using tapered insulation as required. The new roofing material is to be a fully adhered 60-mil EPDM system that includes all new flashings at the perimeter parapets and where the existing roof plane meets a vertical wall. New flashings are also to be installed at all existing roof penetrations and mechanical curbs. All existing expansion joints are to be replaced with new expansion joints at the same locations. Contractor is responsible for all dimensions, elevations, etc. It is recommended that the sequence of work start at the southernmost section of the building and continue to the north, minimizing the amount of foot traffic over the reroofed areas. Special attention must be given to the mechanical and kitchen areas as both have the highest amount of roof penetrations. Contractors please note that this is a correctional facility with several inmates housed inside. It is important to understand that all tools and materials must be accounted for at all times. The successful contractor will coordinate activities with jail personnel on a daily basis, and all material will be stored in a controlled staging area, All work must be performed in a manner that prioritizes facility security, staff and inmate safety with minimal disruption to the daily operations of the facility. The new roof warranty should be as follows: o 20 year Manufacturer Material Warranty. o 5 year Workmanship Warranty provided by the contractor. o Contractor to provide options for extended warranties. Weekly progress meetings will be held on-site during the project, and a proposed schedule is due along with the bids. Contractor to include a contingency of $20,000.00 to be used at the Owner's discretion. The unused portion of the contingency is to be returned to the Owner at the completion of the project.
