The City of Eau Claire is seeking proposals from qualified firms to conduct a study of its downtown and examine the potential to improve downtown operations. The study will include data collection and analysis of the Farwell Street corridor (from Madison Street to Washington Street) and the downtown area from the Chippewa River east to Dewey Street. The selected firm must also have the ability to evaluate HSIP funding potential for the improvements and apply for HSIP funding as described. Madison Street & Forest Street/Riverfront Terrace weekday morning and afternoon hours from 6 AM to 9 AM and 3 PM to 6 PM along with weekend Saturday analysis 9 AM to 1PM. The traffic turning movement counts shall be conducted to WisDOT standards with cars, trucks, buses, bikes and pedestrians counted separately per movement in 15-minute intervals.
