Bids must be submitted to the City Clerk's office and will be publicly opened. A mandatory on-site job walk is required. Compliance with the prevailing wage rates and standards, as set by the State Director of Industrial Relations and the Federal government, is required. Minority business enterprises must be given full opportunity to submit bids and will not be discriminated against based on race, color, national origin, ancestry, sex, religion, or handicap. The contractor and subcontractors must comply with Labor Code provisions regarding the employment of apprentices and non-discrimination in employment practices. A 5 percent retention will be deducted from all progress payments. By entering into the contract, the contractor and subcontractors agree to assign to the awarding body all causes of action under certain antitrust acts. Registration with the Department of Industrial Relations is required for all bidders and subcontractors. The bid proposal must include proof of registration. Bids must be prepared on approved forms and submitted in a sealed envelope marked accordingly. A bid bond of no less than 10 percent of the bid amount, made payable to the City, must accompany each bid. Contractors must be licensed per the Business and Professions Code and possess City business licenses. The City reserves all rights regarding bid acceptance. The contractor must complete the work within 184 calendar days of the notice to proceed.
