The scope of work consists of furnishing all supplies for and constructing a chemical storage and feed system and placing it in operation. Sealed bids will be received for the necessary materials and construction of the Ottawa County Danbury Wastewater Treatment Plant Chemical Feed Improvements. Bidding Documents may be obtained as described, and only those who purchase or download full sets from the specified provider will be included as plan holders and receive addenda or revisions. The bid guaranty may be either a Bid Guaranty and Contract Bond using the specified form or a certified check, cashier's check, or letter of credit in the amount of 10% of the bid. If awarded, a 100% payment and performance bond will be required. Prior to contract execution, the successful bidder must submit an affidavit confirming no delinquent personal property taxes in Ottawa County. Ottawa County reserves the right to reject any and all bids or waive any non-material irregularity. Bidders with Unresolved Findings for Recovery will be disqualified. Each bidder must complete and include a Non-Collusion Affidavit with their proposal. Late bids or those without a satisfactory bid guaranty will not be considered. All bids must be signed, submitted on forms provided, include unit prices, and be enclosed in a sealed envelope marked as specified. No bids may be withdrawn for 60 days after the closing time unless mutually agreed. The successful bidder will be required to pay State of Ohio Prevailing Wage Rates. Further requirements regarding bid submittal, qualifications, procedures, and contract award are detailed in the Instructions to Bidders included in the Bidding Documents. All questions about the meaning or intent of the Bidding Documents are to be directed to Engineer in writing. Interpretations or clarification considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents.
