Specifications and proposal forms are available for the project and may be obtained from the North Hills Council of Governments (NHCOG) office. Each set of specifications requires payment of a nonrefundable fee. Sealed bids will be received at the NHCOG office until the specified deadline, at which time they will be opened and read. The NHCOG reserves the right to reject any and all bids in whole or in part and to waive any informalities. Bids must be accompanied by a Bid Bond, Cashier's Check, or Certified Check, made payable to the NHCOG, in an amount of no less than 10% of the bid. Compliance with the Davis-Bacon Act, other Federal Labor Standards Provisions, the Civil Rights Act of 1964, the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4), Section 109 of the Housing and Community Development Act of 1974, Executive Order 11625, Executive Order 12138, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act of 1990, is required. This is a Section 3 Project under the Housing and Urban Development Act of 1968. To the greatest extent feasible, lower income residents and Section 3 Business concerns must be utilized for employment, training opportunities, and contracting. All contracts and subcontracts for this project must contain the Section 3 Clause. Compliance with Federal General Conditions in the contract documents is required by the prime contractor and all subcontractors, and those conditions are to be incorporated by reference into all construction contracts and subcontracts.
