Renovation of a municipal facility in Pittsburgh, Pennsylvania. Completed plans call for the renovation of a municipal facility.
The work consists of asbestos abatement at the City of Pittsburgh Division 1 facility, specifically within Room 101. The contractor shall provide all labor, materials, equipment, permitting, supervision, containment, coordination, and disposal services necessary for the removal and lawful disposal of asbestos-containing materials (ACMs) in compliance with all federal, state, and local regulations. Pre-abatement activities include obtaining permits, regulatory notifications, pre-construction meetings, submission of a detailed work plan, and establishing containment barriers. Work includes removal and disposal of approximately 4,440 square feet of cementitious wallboard and 3,250 square feet of ceiling board containing Chrysotile asbestos, with about fifty percent of ceiling board to be removed and the remainder encapsulated where inaccessible. All methods must comply with regulations and best practices, such as HEPA filtration and negative air pressure containment. Post-abatement tasks include cleaning, clearance sampling, removal of containment barriers, and documentation submission. The project requires strict containment, minimal disruption to ongoing facility operations, and maintenance of safe access to unaffected building areas. All work is to be completed within 30 calendar days of the Notice to Proceed. Contractors must be licensed, employ certified personnel, and demonstrate prior relevant experience. Bidders must submit a proposed schedule, proof of qualifications, references for similar projects, and required documentation as specified in the instructions to bidders. Unit pricing for removal and encapsulation is required, and all labor is subject to Pennsylvania Prevailing Wage requirements if the total exceeds $25,000. Unexpected costs must be pre-approved and documented. All shipping and delivery costs must be included in bid pricing. Additional required forms and responses include agreement to terms, price sheets, EORC participation, vendor contact, registration, and W-9 forms, as well as information on the authorized signatory.
