Bids must be submitted with a certified check or bank draft payable to the City of Starkville, Mississippi, or a bid bond of not less than 5% of the base bid as a guarantee that, if accepted, a contract will be entered into and properly secured. Bidders are urged to register as plan holders on the designated website to receive official notifications and documents. Bidders must comply with federal regulations including Executive Order No. 11246, Davis Bacon Act, Title VI of the Civil Rights Act of 1964, Copeland "Anti-Kickback Act," Contract Work Hours and Safety Standards Act, and requirements for small and minority owned business participation.
