Sealed bids are requested for furnishing all labor and materials and performing all work required by Mobile County for the Lott Road - RRR project (Project No: MCR-2024-011). The project allows sixty (60) working days for construction. All bids must be submitted using forms provided in the specifications and must include a cashier's check drawn on an Alabama bank or a bidder's bond, payable to Mobile County, Alabama, for no less than five percent (5%) of the bid amount, with a maximum of ten thousand dollars ($10,000.00) as a guaranty. The project is bid excluding taxes and requires compliance with applicable Alabama state laws and administrative codes. A performance bond and a labor and materials bond, each in the full amount of the contract price, will be required at contract signing, along with a certificate of insurance coverage as specified. The right is reserved to reject any or all bids and to waive informalities. Liquidated damages will be assessed for non-completion within the agreed time. Specifications may be viewed at the Mobile County Engineering Department or at Civil Southeast, LLC. No specifications will be issued later than twenty-four (24) hours before bid receipt. Only properly licensed and qualified contractors may bid, and evidence of general contracting certification in Alabama is required. Contractors must have at least one of the following major classifications: Highways and Streets, Municipal and Utility, or Heavy and Railroad Construction. Out-of-state corporations must provide a certificate of authority to transact business in Alabama. If applicable, successful bidders must comply with the County Contractor Felony Investigation Policy. Bids may not be withdrawn for thirty (30) days after opening without the County Commission's consent.
