Question Deadline: May 28, 2026 Legislative Appropriations #L0047 Question Deadline 05/28/2026 Any questions are to be submitted via email to jeffrey.antonacci@ice-eng.com This project includes the deep well drilling and installation of all mechanical equipment needed for a new potable water well to supplement the existing potable water supply. The proposed project will replace existing Potable Water Well No. 1 with a proposed new Potable Water Well No. 1R in the City of Hampton, FL. The method of Contractor Selection has not been Determined at this time. Project Site (Site): Owner's Water Yard, 10019 S. Florida Avenue, Hampton, Florida A. This Project includes the abandonment and replacement of the Owner's existing Well No. 1, situated within the Water Yard. The existing well is constructed with an 8-inch casing, reportedly extending to a depth of 136 feet below land surface (bls), with a total well depth of 192 feet bls. Abandonment of the existing well shall be performed in accordance with Section 02670, Water wells, and as detailed below. B. Existing Well No. 1 Abandonment Procedures: 1. The Contractor shall obtain all necessary well abandonment permits from the Suwannee River Water Management District (SRWMD) and any other applicable regulatory authorities. The Contractor is responsible for all associated fees and submittal of required documentation. 2. Mobilize the abandonment rig and all necessary equipment to the designated Site. 3. Remove any protective coverings and insert a tremie pipe to the bottom of the well to verify total depth prior to abandonment. If substantial backfill or debris is present, the Contractor shall clean the borehole to restore its original depth. 4. Perform well abandonment activities in accordance with Section 02670, Water Wells. 5. Place pea gravel from the bottom of the borehole up to a point 10 feet below the base of the 8-inch casing. Grout shall then be pumped from the top of the pea gravel to the land surface using the tremie method, in accordance with Section 02670, Water Wells. 6. Cut the 8-inch casing to a minimum depth of 3 feet below finished grade. . Demolish, remove, and properly dispose of the existing concrete well pad. C. The replacement well shall be installed on City-owned property approximately 150 feet east of the existing well location, as depicted in Figure 1 of Section 02670, Water Wells. The Contractor shall construct one (1) replacement well completed in the upper Floridan aquifer, in accordance with Section 02670, Water Wells. Construction shall include installation of an 18-inch surface casing to a depth of approximately 70 feet bls, followed by a 12-inch final casing to a depth of approximately 150 feet bls. The open borehole interval shall be drilled to a depth of approximately 275 feet bls, or as otherwise directed by the Engineer. The Contractor shall be responsible for both construction and performance testing of the replacement well as outlined below. D. Upper Floridan Aquifer Replacement Well Construction and Testing Sequence: 1. The Contractor shall be responsible for obtaining the well construction permits from the SRWMD and other regulatory agencies prior to starting well construction activities. 2. Clear the Site as necessary to facilitate access and accommodate well construction operations. 3. Install temporary silt fencing to mitigate erosion and prevent silt migration throughout construction and testing activities. 4. Commence construction of the upper Floridan aquifer well by drilling an 8-inch pilot hole from land surface to a depth of 70 feet bls, in accordance with Section 02670, Water Wells. 5. Collect lithologic samples in accordance with Section 02670, Water Wells. 6. Ream the pilot hole to a nominal 24-inch diameter and install approximately 70 feet of 18-inch surface casing. Grout the surface casing in accordance with Section 02670, Water Wells. 7. Drill an 8-inch pilot hole from the base of the installed surface casing to a total depth of 275 feet bls. Collect lithologic samples per Section 02670, Water Wells. 8. Ream pilot hole to a nominal 18-inch borehole and install approximately 150 feet of 12-inch final casing. Grout the final casing in accordance with Section 02670, Water Wells. 9. Drill a nominal 12-inch borehole from the base of the 12-inch final casing to a depth of approximately 275 feet bls using reverse-air rotary methods. Collect both reverse-air water quality samples and lithologic samples in accordance with Section 02670, Water Wells. 10. Conduct short-term air-lift drill stem capacity tests during reverse-air drilling operations, as specified in Section 02670, Water Wells 11. Develop the well in accordance with Section 02670, Water Wells. 12. With the borehole drilled to 275 feet bls, install a test pump and conduct an 8-hour step drawdown pumping test in accordance with Section 02672, Well Pumping Test. JOB FILE No.: 2025087
