The work includes construction of pedestrian and bicycle improvements, which comprises construction of various curb ramps and cement concrete sidewalk, installation of rectangular rapid flashing beacon systems, roadway paving, channelization, signage restoration, and all other work necessary to complete the project. Bids must follow the instructions outlined in Section 1-02.9. Bidders must submit the Subcontractor List with the bid package by the specified deadline. All bid proposals must be accompanied by a bid deposit in the form of a certified or cashier's check or surety bid bond for a sum not less than five percent (5%) of the total bid amount including sales tax and all listed additives and alternates. All physical work must be completed in the time specified in Section 1-08.5. The project requires mandatory apprentice utilization at 15% in accordance with RCW 39.04.320 and Redmond Municipal Code 15.28. Contractors must meet requirements stated in Section 1-07.9(3) of the special provisions. There are monetary incentives for contractors meeting apprentice utilization and penalties for those who do not and fail to demonstrate a Good Faith Effort.
