The City of La Porte is soliciting bids from qualified firms for the development and construction of transportation and roadway infrastructure improvements. The scope includes roadway and infrastructure improvements, as well as utility coordination for the area. The final project scope will be determined collaboratively during a Scoping Period with the selected development team. The agreement will require all necessary labor, equipment, and materials to complete the project within set budgetary and time constraints. The selected offeror must provide a payment bond equal to 100% of the project cost and a performance bond equal to 50% of the project cost. Collaborative team proposals are strongly encouraged. "Develop" is defined as the installation and construction of project infrastructure, and "construct" is the process of building and assembling the infrastructure. The City intends to enter into a public-private partnership per Indiana Code 5-23. Proposals must not exceed 12 pages and should include a letter of interest, general information, an overview of the organization's experience (including at least three completed road improvement projects), identification of key project members, references, demonstration of financial capacity, approach to development and construction, ability to operate and maintain the project (for up to four years post-completion), and any fee for participating in the Scoping Period. All costs of proposal preparation are the responsibility of the offeror. Proposal evaluations are based on experience, financial capacity, project approach, and the proposed Scoping Period fee. Pricing for construction will be determined after the Scoping Period, leading to negotiations for a guaranteed maximum price, timeline, and schedule of values. The owner reserves all rights in the selection and contracting process.
