Renovation of a residential development in Oneonta, New York. Completed plans call for the renovation of a residential development.
Once a participant has been determined eligible and has been selected for assistance the Recipient (or subrecipient) will meet with the property owner to develop a scope of work and initial estimate of costs. The Recipient must explain program requirements and process. Both the Recipient and the property owner must sign off on the scope of work before the Recipient may begin to seek bids for the work. A formal written scope of work is a CDBG program requirement, and a professional evaluation must be conducted by qualified personnel with relevant experience to establish and document the scope of repairs. Recipients must formally document necessity of repairs and rationale for scope items, including photographs of current conditions. Refer to the NYS CDBG Grant Administration Manual for specific requirements related to lead based paint, radon, asbestos and other health and safety standards. Reference Number 0000423563 The City of Oneonta will use CDBG funds to rehabilitate 1-4 unit, owner and renter-occupied homes on a scattered site basis where at least 51% of the units are occupied by low-moderate income households. Assistance will be provided in the form of a 100% deferred payment loan (grant) with the required regulatory term to make code, health and safety, weatherization, and energy efficiency repairs. The program will prioritize the most severe housing conditions with the lowest homeowner incomes. Priority will also be given to the frail elderly, disabled, and veterans.
