Site work and new construction of a mixed-use development in Chugcreek, Wyoming. Working plans call for site work for a power facility; road / highway; and for the construction of a power facility.
Provides all labor, materials, tools, equipment, transportation, and other resources required to upgrade the existing Glendo-Lusk Rural Tap transmission system and construct a new substation to improve reliability and operational efficiency of the Western Area Power Administration's Rocky Mountain Region transmission network. The work includes upgrading approximately 35 miles of the existing 69-kV Lusk Rural Tap-Glendo transmission line to a 115-kV wood pole H-frame transmission line, resolving deteriorated conditions and accommodating higher voltage operation, longer spans, and increased clearance requirements. Construction will occur primarily within the existing right-of-way, widened by approximately 20 to 25 feet. The upgrade begins at the Glendo Substation and extends generally northeast for approximately 25.4 miles to a new delivery point substation named Quinn Creek. From the Quinn Creek Substation, the line continues approximately 3 miles northeast, then approximately 6 miles east, terminating at the Lusk Rural Tap west of the town of Lusk. The project is sectionalized into a 25.4-mile Casper (Pace)-Quinn Creek segment constructed and operated at 115-kV and a 9.4-mile Quinn Creek-Lusk Rural Tap segment constructed to 115-kV standards but operated at 69-kV in the near term. Construction of the new Quinn Creek Substation includes development of a 69-kV delivery point on approximately five acres of open rangeland. The anticipated period of performance is up to 800 calendar days after notice to proceed, with completion no later than December 2028. The magnitude of construction is estimated to exceed $10 million. The work is solicited under FAR Part 14 as a sealed bidding requirement and is set aside 100 percent for small businesses under NAICS 237130. Buy American Act requirements apply, and bidders must identify any non-domestic materials proposed. Location: Platte County and Niobrara County, Wyoming. Glendo Substation, 524 Glendo Park Road, Glendo, WY 82213. Lusk Rural Tap located near Latitude 42 46'00" N, Longitude 104 28'52'' W (NAD83/WGS84). The Method of Contractor Selection has not been determined at this Time.
