The scope of work includes engineering services necessary for the implementation of a water line infrastructure improvement project in conformance with CDBG-I program and NCDEQ compliance. Tasks include preparing and obtaining approval for the engineering report following NCDEQ guidelines, assisting with the environmental information documentation, preparing final design and construction bid packages, ensuring compliance with federal requirements such as Buy America, Build America and Davis-Bacon, supervising the bid and award process, conducting pre-construction conferences, field surveying and staking, supervising construction, reviewing and approving contractor payments and change orders, providing plan drawings upon completion, conducting final inspection and testing, submitting certified as-built drawings, and preparing operation and maintenance manuals if applicable. Instructions to bidders require digital PDF submittals not exceeding fifteen single-sided pages. Required content includes firm information, relevant experience, capacity and capability, work plan, and debarment/eligibility documentation. Qualifications will be evaluated based on criteria including personnel qualifications, firm capability, workload, related experience, recent and current work for the entity, and small or disadvantaged business status. Submissions must be received by the specified deadline and late submittals will not be considered. The Town of Mount Gilead reserves the right to revise the project scope, reject proposals, request clarifications, and negotiate contract pricing separately for engineering report/environmental documentation consultation and for design/bid package and inspection services. No reimbursement for preparation costs will be provided, and materials become property of the Town. The Town encourages proposals from small, minority, women-owned, veteran-owned, historically underutilized, and Section 3 businesses.
