The Board of Public Utilities reserves the right to reject any or all bids, to waive informalities, to permit exceptions not deemed substantive, and to accept any bid considered to represent the prudent and economical expenditure of public monies for the benefit of its customers by securing the maximum quality at the lowest possible cost.
