Architect-engineering services are required to support Flood Control Dam and Levee Safety Civil Works and MILCON projects assigned to or by the U.S. Army Corps of Engineers Dam Safety Modification Center. Services are multidisciplinary in nature and support the planning, design, construction, modification, operation, and safety evaluation of flood control reservoirs, dams, levees, and associated appurtenant structures. Work includes providing all necessary personnel, management, quality control, and cost controls to perform professional engineering and architectural services across all project phases in compliance with USACE manuals, policies, standards, and accepted professional practices. The scope of services includes, but is not limited to, planning studies, engineering investigations, risk assessments, dam and levee safety evaluations, feasibility studies, preliminary and final designs, value engineering, constructability reviews, preparation of construction plans and specifications, design documentation reports, rehabilitation reports, preliminary and detailed cost estimates, surveys, and related technical services. Services also include computer-aided design and drafting, conversion of hard-copy documents into CADD and 3D design systems, and engineering support during construction, including consultation, inspection, and quality assurance. All deliverables must be compatible with Microsoft Office 365 and prepared using SPECSINTACT for specifications. Engineering analyses may include hydrologic, hydraulic, geotechnical, structural, seismic, and geological evaluations such as inflow design flood modeling, sediment transport analysis, scour and cavitation assessments, computational fluid dynamics, foundation and embankment seepage analysis, and consequence evaluations. The work also encompasses evaluation and design of floodwalls, levees, bridges, gates, spillways, pumping stations, hydraulic steel structures, and other appurtenant features necessary to fully characterize dam and levee safety conditions. The contractor shall provide qualified dam and levee safety experts to participate in complex, risk-based activities including Independent Expert Peer Reviews, Expert Opinion Elicitations, Potential Failure Modes Analyses, risk assessments, numerical modeling, and review of in-progress and completed dam and levee safety design and construction activities. Services may also include participation in quality control reviews, consistency reviews, and advisory support for corrective action studies related to dam and levee modifications. The Method of Contractor Selection has not been determined at this Time.
