Architect-engineering services are required to support flood control dam and levee safety programs nationwide, including Civil Works and MILCON projects assigned to or by the U.S. Army Corps of Engineers Dam Safety Modification Center. Services are multidisciplinary and encompass all phases of planning, investigation, analysis, design, and construction support for dams, levees, reservoirs, and associated appurtenant structures. Work includes planning studies, engineering investigations, risk assessments, feasibility studies, preliminary and final designs, value engineering, constructability reviews, preparation of construction plans and specifications, design documentation and rehabilitation reports, preliminary cost estimates, surveys, and engineering during construction, including construction consultation, inspection, and quality assurance. Engineering services include hydrologic, hydraulic, geotechnical, structural, civil, electrical, mechanical, geological, environmental, and architectural disciplines. Specific efforts include inflow design flood analyses, computational fluid dynamics, sediment transport and scour modeling, cavitation assessments, seismic and hydrologic loading analyses, earth embankment and foundation seepage evaluations, and inspection and design of concrete hydraulic and hydraulic steel structures. Services also cover flood damage reduction engineering such as planning and design of levees, floodwalls, bridges, spillways, gates, pumping stations, roadway improvements, sanitary and water systems, and other dam and levee appurtenances. The architect-engineer will provide expertise for dam and levee safety risk-informed activities, including risk assessments and analyses, potential failure modes analyses, issue evaluation studies, dam safety modification studies, alternatives development and evaluation, and numerical modeling. Personnel may participate in or lead independent expert peer reviews and expert opinion elicitations, provide consultation and review of in-progress and completed designs and construction, and support consistency reviews of risk analysis and corrective action studies. All work must comply with established USACE manuals, policies, standards, and professional practices. Deliverables must be compatible with Microsoft Office 365, use SPECSINTACT for specifications, and adhere to required CADD standards and software platforms, including the National CAD Standard and approved Autodesk and Bentley products. Capabilities include computer-aided design and drafting, 3D design, scanning of hard-copy documents into CADD systems, and preparation of materials in metric units when required. Each task order requires a task-specific quality control plan, and site work requires a site-specific safety and health plan. The Method of Contractor Selection has not been determined at this Time.
