Contract 2024-02 includes: Site Preparation for Multi-Unit Hangars. Bids shall be prepared and submitted on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and General Provisions (Section 20) Divisions of the Project Manual. Each bidder must deposit with their proposal a bid security in an amount equal to at least 10% of the Base Bid. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw their bid within 120 days after the actual date of the opening thereof. Successful bidders must enter into the Agreement and furnish a Contract Bond and evidence of required insurance within fifteen (15) days after notification acceptance of such proposals, all as more specifically required in the Contract Documents. Wages as predetermined by the Secretary of Labor and Industry of the Commonwealth of Pennsylvania and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual. The project will prepare the site for two (2) sets of four (4) 41' x 45' new unit hangars, an office and a restroom to be constructed at the John Murtha Johnstown-Cambria County Airport. The project site will be located to the west of an existing ARFF building. The project will include regrading the site area which will involve utilizing the fill generated from the cut on the Eastside Development Project to help level the proposed hangar and apron areas. A new apron and taxiway stub will be constructed and paved to connect the hangars and existing Taxiway A. A new access road and parking lot will also be constructed outside the airport fence to allow access to the hangars via Airport Road. The parking lot will consist of eight (8) parking spaces and two (2) handicap spaces. Sidewalks will be constructed and allow patrons access to all the hangars from the parking lot. The airport fence will also be rerouted to allow access to the parking lot and a code locked vehicle gate will be installed between the two (2) sets of hangars so no public traffic can enter the airfield. The hangars will be acquired and erected by others under an FAA BIL-AIG grant funded project. The project will increase the impervious area on the Airport so stormwater management will need implemented on the project. An underground detention system will be installed beneath the new parking lot and allow stormwater to discharge into the existing stormwater conveyance system.
