The Clay County Board of County Commissioners (County) is requesting bids from qualified and licensed Contractors to provide all labor, materials, equipment, and services to complete repairs, redevelopment, and improvements at the Knights Marina Boat Ramp and the Lake Shore Boat Ramp in accordance per the plans and specifications associated with this Request for Bid (RFB). Bidders shall submit all inquiries regarding this RFB in the "Question and Answer" tab of the RFB. See "Inquiries/Questions" in the "Instructions to Bidders" below for more information. The Clay County Board of County Commissioners (County) is requesting bids from qualified and licensed Contractors to complete repairs, redevelopment, and improvements in accordance with the plans and specifications associated with this RFB at the following locations Knights Boat Ramp and Marina Facility 1470 River Lane Green Cove Springs, Florida 32043 4300 LAKESHORE DRIVE, FLEMING ISLAND, FL 32003 Lake Shore Boat Ramp 4300 Lakeshore Drive Fleming Island, Florida 32003 Last Date of Inquiries:June 1, 2026, 4:30pm Bidders shall submit all inquiries regarding this RFB in the "Question and Answer" tab of the RFB. See "Inquiries/Questions" in the "Instructions to Bidders" below for more information. The project consists of marina infrastructure improvements, structural repairs, concrete work, and associated redevelopment activities required to restore and enhance the functionality of the existing boat ramp facilities. The Scope of Work for each location shall include, but are not limited to: Knights Boat Ramp and Marina Facility Repair existing marina infrastructure. Replace the deteriorated bulkhead. Improve site access to the marina and associated facilities. Correct elevation transitions between the boat ramp and adjacent parking lot to prevent damage to vehicles and trailers. Regrade and pave the driveway providing access to the bait shop and boat slips. Replace existing handrails on the fishing pier. Lake Shore Boat Ramp Repair the boat platform Repair the pier platform. Provide and install stairs between the boat and pier platforms. Provide and install a catwalk and transition walkway between the boat ramp and dock. General Requirements: All work shall be performed in accordance with applicable federal, state, and local codes, regulations, and the project Scope of Work. The Contractor shall verify all field conditions prior to commencing work. The Contractor shall coordinate schedule to minimize disruption to existing operations. The Contractor shall maintain a safe and secure work site at all times. The Contractor shall restore all disturbed areas upon completion of work. The Contractor shall remove all debris from site and dispose of the debris appropriately at the Contractors expense. The Contractor shall comply with all applicable environmental and wildlife protection requirements, including protection measures for manatees, marine mammals, migratory birds, aquatic species, and other protected wildlife as required by the Florida Fish and Wildlife Conservation Commission (FWC), the U.S. Fish and Wildlife Service, the National Marine Fisheries Service, and any other applicable regulatory agencies. The Contractor shall implement and adhere to all required environmental protection measures and permit conditions associated with in-water and shoreline work, including, but not limited to, manatee protection requirements, turbidity control measures, erosion and sedimentation controls, nesting bird protections, and work stoppage procedures when protected wildlife is observed within or adjacent to the work area. The Contractor shall ensure that all personnel working in or near environmentally sensitive areas are informed of and comply with all applicable wildlife awareness, environmental protection, and species protection requirements throughout the duration of the project. Construction activities shall be performed in a manner that minimizes impacts to surrounding waterways, wetlands, vegetation, habitats, and wildlife resources. Knights Boat Ramp and Marina Facility Substantial Completion shall be accomplished within one hundred twenty (120) days from Notice to Proceed. The Contractor shall achieve Final Completion of the Project no less than thirty (30) calendar days after the delivery of the Punch List by the County to the Contractor. Lake Shore Boat Ramp Substantial Completion shall be accomplished within sixty (60) days from Notice to Proceed. The Contractor shall achieve Final Completion of the Project no less than thirty (30) calendar days after the delivery of the Punch List by the County to the Contractor.
