Reference Number 0000424770 The City of Steamboat Springs is seeking a professional design-build contractor to provide comprehensive budget, design, and construction management services for the addition of a second sheet of ice to the existing Howelsen Ice Arena. The addition of the second sheet will allow adequate ice time for all user groups and provide a greatly needed enhancement to one of the city's greatest assets. The funding for this project was secured by private donations and a commitment from the City of Steamboat Springs' City Council. Performance Bond 100 % - Payment Bond 100 % The City of Steamboat Springs, Steamboat Springs Youth Hockey Association (SSYHA), and Steamboat Skating Club (SSC) have secured funding and are seeking a project partner that has significant experience delivering successful design-build projects. The successful candidate will be expected to lead a design/preconstruction effort to incorporate the full build-out and strategically put together a plan including add-alternates to ensure the scope and budget are aligned and that there's a viable path-to-construction for a 2027 groundbreaking. The candidate will be expected to perform preconstruction, design, construction, and services typical of a general contractor/ construction manager to complete the project from start to finish. Information from a previous conceptual design effort has been provided for reference to help the proponent understand the desired scope and scale (Exhibit A). Exhibit A has been redlined to help communicate ongoing discussions with the project team relevant to scope that has been deemed critical to ensure a successful project. The critical element when selecting the most capable firm is the ability to think outside the box to ensure the budget can accommodate scope and that a complete list of add alternates is developed and an implementation plan is available for project stakeholders to make mission critical decisions. First step in this process will be determining the construction budget and what scope can be executed for a successful project. Scope items deemed non-mission critical will be considered add alternates and approached with an additional or alternate means of funding. A previous design effort was undertaken several years ago but didn't proceed beyond the schematic level. It is the city's intent to utilize components of this existing plan to create a bridging set of documents that will be discussed further with the three short-listed firms on how to properly implement.
