In general, the work under this contract consists of, but is not limited to, performing all work associated with planting 2.5-inch caliper ball and burlapped trees at 310 City right-of-way tree well locations. The successful bidder shall comply with all applicable laws protecting individuals from discrimination. The project and contract are subject to requirements including payment of minimum salaries and wages, compliance with the Steel Products Procurement Act, and other applicable federal and state laws as set forth in Article 27 of the Instructions to Bidders. The project is funded in part through an American Forests federal grant and all provisions found in 2 CFR Part 200, Appendix II, apply. Additionally, the successful bidder or one of their subcontractors are required to have an ISA-certified arborist on staff and meet all qualifications as set forth in Article 4 of the Instructions to Bidders. The City will determine the lowest responsible bidder based on the bids submitted, considering quality of services, responsiveness, past performance, compatibility with City services, and ability to handle the work volume. Contractor integrity, compliance with public policy, record of past performance, and financial and technical resources will also be considered. The City reserves the right to reject any or all bids, to waive technical defects or informalities, and to reject bids that are incomplete, conditional, obscure, or that contain additions, erasures, alterations, omissions, or irregularities of any kind. The City also reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
