Sealed bids are requested for HVAC Replacement II at the Lancaster YWCA. Construction is to begin one week after the Notice to Proceed. Bids are to be on a lump sum basis and may not be withdrawn for a period not to exceed 60 calendar days following the bid opening. The project is funded in part by a federal grant through the Community Development Block Program (CDBG) and is subject to the Davis Bacon Act. Contractors must pay wages per the U.S. Department's Wage Decision included in the specifications. All bidders must comply with Section 3 of the Housing and Urban Development Act of 1968, Executive Order 11246, and any other order prohibiting discrimination in employment. Section 3 Action Plan Attachment B must be executed and submitted with the bid or it will be rejected. Minority and Women Owned Businesses (MBE/WBE) are encouraged to bid. Bidders must have active registration with SAM.gov. Compliance with the Child Protective Services Law (CPSL) is required for all site workers, with all required clearances obtained and not older than 60 months. Bid security in the form of a certified check, bank cashier's check, or bid bond for 10% of the base bid is required. The successful bidder must provide performance and payment bonds for 100% of the project costs. The owner reserves the right to waive informalities or reject any or all proposals or parts thereof.
