Renovation of a recreation facility in Lancaster, Pennsylvania. Completed plans call for the renovation of a recreation facility.
This project involves two prime contracts: a) Mechanical Construction and b) General/Structural Construction. In general, the work under the Mechanical Prime contract consists of select demolition of existing equipment, replacement of four (4) RTUs that provide heating and cooling to different sections of the facility, and all associated ductwork revisions, electrical connections, piping, and appurtenances required for the completed system. The work under the General/Structural Prime contract consists of installation of supplemental structural steel where required in the contract documents to support the new RTUs and all roofing and flashing repairs required to waterproof all penetrations in the existing roofing system. The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination. The Project and contract are subject to certain requirements, including to make payment of certain minimum salaries and wages and other applicable requirements of federal and state law as specifically set forth in Article 27 of the instructions to Bidders. Additionally, the Project is being funded in part through a Community Development Block Grant (CDBG) from the U. S Department of Housing and Urban Development (HUD) funds from the American Rescue Plan Act (ARPA). The attention of all bidders is called to the fact that the construction contracts are subject to the prevailing minimum wage rates as per the Pennsylvania Department of Labor and Industry, Bureau of Labor Compliance and the Davis-Bacon Act 940 U.S.C. 276a TO 276a-7) as supplemented by Department of Labor regulations (29 CFR part 5). The successful contractor, and all of its subcontractors, will be required to pay laborers and mechanics employed on this Project not less than the minimum wages and fringe benefits stipulated in the Contract Documents and as required by the applicable laws referenced in this paragraph. The higher of the rates required by the Commonwealth of Pennsylvania or the Davis-Bacon Act must be utilized. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidders processes with other City services and the bidder's ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources. The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
