The project is to establish a multi-award contract for Mechanical and Plumbing Services to support the operation and maintenance of facilities within Montgomery and Prince George’s Counties, Maryland. The services cover treatment plants, pumping stations, depots, and office buildings. The primary focus is on mechanical and plumbing services, with related electrical, fire alarm, excavation, concrete, or other services only performed as incidental and directly supporting the mechanical and plumbing work. Annual backflow testing services are also required at fixed unit prices. Mechanical and plumbing services include handling, setting, layout, fabrication, assembly, erection, installation, maintenance, repair, replacement, testing, reconditioning, and modification of equipment and systems at WSSC facilities. Contractors must provide all supervision, labor, vehicles, tools, equipment, materials, and appurtenances necessary to perform the work. Backflow testing services include inspection, testing, report preparation, repair or replacement as authorized, and obtaining required permits. All work must comply with applicable laws, regulations, and codes. Emergency services must be available 24/7 with a response time of no more than four hours. Routine services must be performed as needed, scheduled, or directed. Contractors must obtain all required permits and pay associated fees, provide required documentation and reports, and ensure a quality assurance program is in place. Instructions to bidders include compliance with procurement regulations, registration in the Supplier Portal System, one proposal submission per Offeror, concise and comprehensive proposals, organization and page limits for the technical proposal, and provision of references and documentation of qualifications. Key personnel, firm experience, technical approach, and emergency response capability are evaluation factors. Subcontracting is allowed, but the contractor remains fully responsible for all work and compliance. Pricing proposals must be firm for the contract duration. Attendance at a mandatory site visit is required. Additional requirements involve outreach and documentation for MBE and SLBE participation, and adherence to non-discrimination policies and safety standards.
