The project consists of improvements to support solids conditioning and enhanced phosphorus removal at the City of Winona Wastewater Treatment Facility. Work includes construction of a new sludge thickening building, upgrades to sludge handling and storage systems, installation of chemical feed and process equipment, and associated structural, electrical, and site improvements. The improvements are intended to increase treatment reliability, improve solids management, and support current and future regulatory requirements while maintaining plant operations during construction involving temporary piping, utilities, and treatment equipment. It is expected that the CMAR Contractor will perform the services described in EJCDC CMAR-525 Exhibit A. Bidders must follow the requirements in the Request for Qualifications and Proposal Documents, submit Statements of Qualifications demonstrating their ability to provide CMAR services and construct the project, and adhere to Minnesota State Prevailing Wage Rates. The selection will be made using a two-step process based on firm profile, past performance, key personnel, approach, and estimated Guaranteed Maximum Price.
