The work involves the removal and replacement of damaged sections of guardrail, guardrail end-treatments, and crash cushions under Project ID No. RMDJOC6798, Guardrail Repair and Replacement, North Los Angeles County, in various unincorporated communities of North Los Angeles County. The galvanized surface colorant must be manufactured by Natina Products, LLC. The contract price is $1,500,000 and shall be for one year or until $1,500,000 of work orders have been completed, whichever occurs first. Bids must be submitted electronically using Bid Express. The prime contractor must possess a valid California Class C-13 contractor's license. Each bid must be accompanied by a surety bond payable to County of Los Angeles in an amount equal to at least $150,000. Contractors and subcontractors must be registered with the Department of Industrial Relations. All persons performing the work must be paid not less than the General Prevailing Wage Determination. The successful bidder must provide full disclosure of False Claims Act violations, labor/payroll violations, debarments, and civil/criminal legal actions. The successful bidder will be required to submit a faithful performance bond in the amount of $1,500,000, a payment bond in the amount of $1,500,000, liability insurance, automobile insurance, and worker’s compensation insurance. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Bids will be awarded to a responsible contractor with the lowest responsive bid, but the Board of Supervisors reserves the right to reject any and all bids. The County maintains a Contractor Alert Reporting Database (CARD) to monitor contractor performance, and may pursue debarment for non-compliance. The Contractor Development and Bonding Program (CDABP) provides technical assistance and support for bonding and financing. The contract is subject to the County of Los Angeles' Defaulted Property Tax Reduction Program, and bidders must certify compliance or exemption.
