Events DC is seeking a qualified contractor to provide Design and Permit Ready Sprinkler Systems Services at the DC Armory. The work involves designing and preparing permit-ready sprinkler systems in compliance with the DC Fire Code and International Building Code for programmed assembly areas within the Armory, which is a historic structure serving as both the headquarters for the DC National Guard and a public assembly venue. The contractor will work under the direction of Events DC's designated on-site representative. Responses must be submitted electronically through Events DC's e-Procurement system and must include two separate submissions: a Technical Proposal and a Cost Proposal. To be considered, contractors must have at least fifteen years of experience designing NFPA 13 sprinkler systems for sensitive historic buildings or large public assembly facilities, ten years of experience in high-occupancy venues, a design team with a District-licensed Professional Engineer, experience in secure government facilities, and relevant examples from major market convention centers or similar venues. All work must comply with applicable federal, state, and District regulations and codes. A thirty-five percent set-aside is required for a Certified Business Enterprise (CBE) as defined by the "Small and Certified Business Enterprise Development and Assistance Amendment Act of 2014." (a) The Contractor shall conduct site investigations that involve coordination with an active, secure facility. (b) The Contractor shall design a fire sprinkler system that meets code and regulatory compliance but is also sensitive to the considerations of historical buildings, including protecting architectural features. (c) The Contractor shall arrange meetings and coordination as needed with the appropriate stakeholders. (d) The Contractor shall secure all permits and construction documentation and provide complete permit ready drawing sets that are acceptable to the DC Department of Buildings (DOB) and DC Fire and EMS Department (FEMS). (e) The Contract shall verify exiting utilities, structural conditions, ceiling heights and existing rigging points. (f) The Contractor shall document existing fire protection infrastructure (Notifier by Honeywell fire alarm system) and available water supply or determine if additional water supply is required. (g) The Contractor shall comply with all applicable codes and standards, including but not limited to, DC Fire Code, NFPA 13, NFPA 25, International Building Code (IBC), District of Columbia Fire and EMS requirements. (h) The Contractor shall comply with considerations from the State Historic Preservation Office (SHPO). (i) The Contractor shall produce a complete engineering design concept for a new sprinkler system service for the 70,000 square feet Drill Hall in the DC Armory to include system type recommendations, hydraulic calculations, sprinkler layout and spacing, piping layout and sizing, seismic bracing requirements, fire department connection, valve locations and riser configuration. (j) The Contractor shall take structural and architectural constraints, such as freezing conditions, protection of historic finishes and features, into account in rendering the Services. (k) The Contractor shall clearly identify any areas requiring special review or approval. (l) The Contractor shall limit disruption to ongoing operations to include, but not limited to, any area with restricted access or special security requirements. (m)The Contractor shall provide a complete permit-ready drawing package signed by a licensed Fire Protection Engineer (FPE) in the District of Columbia. The base term of the Contract shall be from date of award through September 30, 2027.
