The City of Seward is seeking proposals from qualified consultants to develop a comprehensive wayfinding signage system to improve visitor navigation, enhance pedestrian safety, and support desired movement patterns between key destinations. The project will focus on improving connections between major visitor arrival points, such as the cruise ship terminal, train depot, and small boat harbor, and main destinations like the historic downtown and Alaska SeaLife Center. The selected consultant will be responsible for developing a cohesive wayfinding system, including strategy, design concepts, and construction-ready documents. Proposals must be submitted in both electronic and hard copy formats, and each envelope must be clearly marked as specified. Late proposals will not be accepted, and the City reserves the right to reject any and all proposals or not award a contract. The consultant will work with City staff and the Destination Stewardship Committee to complete the following : Task 1 : Project Initiation The City will provide available guidance materials including branding guidelines and relevant plans . Conduct a kickoff meeting and site walkthrough with City staff to review key destinations , pedestrian routes , existing conditions , and known wayfinding challenges within the project area The consultant shall include at least one site visit to Seward as part of the project kickoff and field review process Review existing materials , including branding guidelines and relevant plans Confirm project goals and priorities Task 2 : Existing Conditions and Site Analysis The City will provide available background information , including inventories of existing signage , known problem areas , and relevant mapping data . The consultant will : Review and validate existing conditions information provided by the City through field observation and site analysis Assess existing wayfinding conditions and pedestrian movement patterns within the project area o Assess key arrival points , including : O Cruise ship terminal O Train depot Small boat harbor Identify : O Gaps in wayfinding O Areas of confusion or congestion Areas where unclear routing contributes to informal or undesirable pedestrian crossings Analyze key routes between the harbor and downtown , including opportunities to direct pedestrians to preferred pathways such as the waterfront trail and underground passage near Port Avenue Task 3 : Stakeholder and Public Engagement The City , in coordination with the Destination Stewardship Committee , will lead and coordinate stakeholder and public engagement efforts for this project , including meeting logistics , scheduling , and public noticing . The consultant will support these efforts by : o Assisting in the development of engagement materials (e.g. , maps , concepts , visuals ) Participating in stakeholder and public meetings as requested by the City Including participation in up to one additional in - person public meeting or work session in Seward as part of the base proposal Incorporating stakeholder and public input provided by the City into project recommendations Stakeholder coordination meetings may occur virtually unless otherwise requested by the City . Additional site visits or in - person meetings beyond those identified in the base scope may be negotiated separately . Task 4 : Wayfinding Strategy and System Plan o Develop a wayfinding strategy that : Identifies key routes , destinations , and decision points Supports safe and intuitive pedestrian movemen eview and refine preliminary sign locations identified by the City The consultant may recommend adjustments to locations , routes , and sign hierarchy based on analysis and best practices Recommend a signage system that may include : Orientation kiosks (approximately 4 ) Primary directional signs (approximately 15 ) Secondary route markers (approximately 20 ) Final sign quantities and locations may be refined based on site analysis , stakeholder input , project priorities , and available funding . Incorporate : Walking time information Route guidance and safety considerations Identify opportunities for interpretive messaging informed by stakeholder and public engagement .
