Architect-Engineer (A/E) services are required to provide complete (100%) design for improvements to Building 194 at the VA Northern Indiana Health Care System, Marion Campus. The scope includes Schematic Design, Design Development, Construction/Bid Documents in accordance with A/E Design Submission Instructions, Construction Administration Services, technical specifications, and cost estimates. The project will convert an existing space into an electrician workshop with administration office space, workbench areas, tool and equipment storage, toilet and locker room facilities, along with paving of an access road and installation of a new parking lot. The design must address special considerations such as a sanitary lift station, elevated storage with load requirements, and HVAC climate control. The A/E is responsible for site investigation, analysis of existing HVAC, electrical, plumbing, fire protection, and architectural systems, development of equipment and furniture schedules, preparation of biddable documents, and ensuring compliance with VA Technical Information Library standards and applicable codes. The work includes BIM/CAD-based design, phasing plans, cost estimating through an independent third-party estimator, commissioning through a third-party agent, and preparation of complete construction documents suitable for bidding. Construction phase services include submittal review, site visits, participation in meetings, RFI responses, and preparation of as-built drawings reflecting all project changes.
