The work consists of site grading and installation of underground utilities, including storm sewer, sanitary sewer, stormwater management systems, water services, and site restoration necessary to support all project facilities. Key structures include a restroom building and container bar, along with hardscape features such as concrete trails, paver plazas, and a riverfront plaza. Park lighting will be installed throughout the site to provide safety and functionality during evening hours. The project also includes construction of a custom playground, splash pad, dog park (Alternate Bid Item #1), fitness court, volleyball courts, and an event lawn. Social and entertainment spaces, including the beer garden and container bar, will be integrated with durable site furnishings and landscaping. The contract includes construction of pavement removal, fence removal, topsoil stripping, contaminated soil excavation and disposal, borrow, erosion control measures, contractor staking, installation of sanitary and storm sewers of various sizes, water main installation, installation of conduit and electrical components, hardscape, playground and sport amenities, and final restoration. Alternate bid items address the dog park, sport court lighting, deductive upland area landscaping, and site furnishings. Instructions to bidders: Proposals must be submitted through QuestCDN.com via their electronic vBid online bid service. All bidders must register with QuestCDN to be added to the Planholder List and to access vBid online bidding. A proof of responsibility form must be filed with the Director of Public Works at least five days prior to the bid opening. Only proposals from firms on the list of plan holders will be opened. Each proposal must be accompanied by a bid bond of at least five but not more than ten percent of the bid. If the successful bidder fails to execute the contract and performance bond (100% of the bid) within ten days after award, the bid bond will be forfeited as liquidated damages. The City reserves the right to reject any or all bids and to waive any informality in bidding. No bids may be withdrawn within sixty days after the scheduled closing without City consent. Bidders are subject to certain disqualifications and legal requirements as stipulated in the Wisconsin Statutes and City ordinances.
