The discussion served as an overview of the city's long-range capital plan, which identifies projects expected to cost more than $100,000 over the next decade. Smaller purchases are included in individual departmental budgets. City operations manager Lyle Lutt reviewed the city's budget calendar, noting that the city council is scheduled to adopt the budget in September before the new fiscal year begins in October. Departments spread major purchases throughout the year based on operational needs and delivery schedules, he said. Public budget meetings are scheduled for Wednesday and Thursday, July 8-9, to review departmental budgets, with an additional budget work session planned for Monday, July 27. Lutt said the capital improvement program provides a long-term planning tool that helps the city identify future infrastructure needs while spreading the cost of large projects over multiple years. He emphasized that the plan is subject to change as priorities, funding and circumstances evolve. Among the largest projects included in the plan is flood control recertification, which carries an estimated total cost of more than $10.5 million. Around $2 million already has been spent, with about $8.5 million remaining over future budget years. Council member Justin Webb asked whether some projects had been delayed because of budget constraints. Lutt said city staff spent more than 150 hours updating the capital improvement program following staffing changes and adjusting project schedules. City clerk Kylee Soderberg added that staff would review those revisions during next week's budget work sessions. City engineer Steven Rames highlighted several transportation projects included in the plan. He said the city continues to consider a possible extension of the Northeast Industrial Highway west of Highway 81, although no recent progress has been made after an unsuccessful effort to secure a federal RAISE grant. Rames also discussed the LINC Norfolk project, which includes preliminary designs for a trail connection between Skyview Lake and Ta-Ha-Zouka Park, along with related roadway and infrastructure improvements. Norfolk resident Jim McKenzie asked staff to provide information showing the potential property tax impact of proposed capital projects so residents could better understand the financial implications. Mayor Shane Clausen said those discussions would occur as part of the city's budget process, when the council reviews the proposed budget and determines which projects to fund during the upcoming fiscal year. Norfolk resident Dale Coy said the city has identified numerous desirable projects but should remain focused on its highest priorities. Airport manager Justin Martin also presented the Norfolk Regional Airport's capital improvement program, which primarily consists of runway rehabilitation projects.
