Site work and paving for a sidewalk / parking lot in St Louis Park, Minnesota. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The boardwalk installation consists of about 2,900 linear feet of timber planking nominally eight feet in width. At higher elevations, hand railings with wire mesh and toe rails are in place. The installation is supported by helical piers installed at a typical separations of 12 feet (EXACT SEPARATIONS REQUIRE FIELD MEASUREMENT). Timber joists are connected to the piles by means of aluminum hangers. The installation includes several wider viewing platforms, stairs, benches and other miscellaneous design variations for pedestrian use. The prior contractor installed the timber elements over a period of about four weeks. During substantial completion inspection, defective work was discovered throughout the structure. The defective work is classified into 11 categories, which are listed and described in the June 30, 2023 Supplemental Defective Work Notice (SDWN). The 11 categories are as follows: 1. Joist hangers installed without maximum fastener condition specified by hardware fabricator, MiTek. 2. Gaps between joists and pile caps exceed hanger hardware specifications. 3. Square hangers used to support skewed joists in excess of hardware skew tolerance. 4. Hangers installed too low, resulting in unsupported joists, low joists, unapproved use of wood shims and hanger deformation due to use of shims. 5. Interior hangers improperly modified and installed for exterior use. 6. Missing or improperly installed helical pile plates. 7. Hanger fasteners not fully installed. 8. Hangers improperly modified and incompletely fastened to accommodate skewed joists, and at intersection with helical pile plates. 9. Skewed joist hangers used to support straight joists, in excess of hardware skew tolerance. 10. Absence of hangers at joist/pile cap junction. 11. Absent or improper nailing of hangers, resulting in failure to meet hardware fastening requirements, joist damage/splitting, and improper horizontal alignment. The prior contractor applied to the ENGINEER and city building official for approval of alternative correction methods for categories 2 and 4, above. The alternatives have been fully reviewed and are prepared for formal approval. The present plans incorporate these alternatives as they are less expensive than correcting to original specification (See Plan Sht 7 of 7 for information on custom Mitek products). Refer to the project Plans for additional information on work area, and description of known deficiencies and required repairs. Each bid proposal shall be accompanied by a "Bid Security" in the form of a certified or cashier's check made payable to Minnehaha Creek Watershed District ("OWNER") in an amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with a surety company duly authorized to do business in the state of Minnesota, such Bid Security to be a guarantee that the bidder, if awarded a contract, will enter into a contract with Minnehaha Creek Watershed District; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so. The Owner will disqualify a bid if it finds that these two criteria are not met. The bid of the lowest responsible bidder is intended to be accepted on or before the expiration of sixty (60) days after the date of the opening of bids. The OWNER, however, reserves the right to reject any or all bids and to wave any minor irregularities, informalities or discrepancies, and further reserves the right to award the contract in the best interest of Minnehaha Creek Watershed District.
