Only a bid bond, certified check, or cashier's check shall be submitted as the bid security. Electronic copies of both the front and back of the check or bid bond are required with the electronic bid. Bids must be signed in accordance with LRS Title 38:2212(B)5, and a Corporate Resolution or Certificate of Authority authorizing the person signing the bid must be submitted with the bid; failure to do so shall result in rejection of the bid. Each bid must be accompanied by a certified check, cashier's check, or bid bond payable to the Lafayette Consolidated Government in the amount of $500. If a bid bond is used, it must be from a surety or insurance company on the U.S. Department of the Treasury Financial Management Service list, or by a Louisiana domiciled insurance company with at least an A-Rating in the A.M. Best Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds and domiciled in Louisiana or owned by Louisiana residents. The bid bond must be issued by a company licensed to do business in Louisiana and countersigned by a person under contract in the state. The certified check, cashier's check, or bid bond guarantees that the bidder shall execute the contract, if awarded, according to the contract documents within ten days. No bidder may withdraw their bid for at least forty-five days after the bid opening. Each bid must be submitted only on the provided bid form. Bids will be evaluated based on the lowest responsible and responsive bid submitted in compliance with the bid documents. The Lafayette Consolidated Government reserves the right to reject any and all bids for just cause. Contractors and suppliers are encouraged to utilize DBE (Disadvantaged Business Enterprise) business enterprises for materials, supplies, services, and labor and material when available.
