Remodeling of a multi-residential development in Milwaukee, Wisconsin. Completed plans call for the remodel of a multi-residential development.
The contractor must obtain and pay for all necessary permits and ensure they remain current and valid throughout the duration of the contract and warranty period. A lead abatement permit from the Milwaukee Health Department is required, and the Health Department will monitor the work. Contractors and employees must be eligible to obtain these permits and perform lead abatement work. The selected contractor is required to submit a payment schedule and a schedule of values for the completed work, with typical payment increments not less than $5,000. Retainage of 10% may be withheld pending punch list completion, including lead clearance. For rental rehabilitation projects, the last $1,000 of NIDC loan funds are held pending submission of acceptable tenant certifications by the property owner. The City of Milwaukee "Rehabilitation Technical Specifications and Performance Standard" applies, with the Scope of Work taking precedence in case of conflicts. Bids may be withdrawn only in total and only by written request before contract award. Contractors must not discriminate in employment practices. Small Business Enterprise and Section 3 participation is encouraged.
