Remodeling of a multi-residential development in Milwaukee, Wisconsin. Completed plans call for the remodel of a multi-residential development.
Financing for the work is provided through the City of Milwaukee, Neighborhood Improvement Development Corporation (NIDC), which reserves certain rights such as developing the scope of work, assisting with the bid process, preparing the contract, approving change orders and payments, and other aspects of contract execution and implementation. The contractor must meet with the owner at the property to inspect and review conditions before submitting a bid. Contractors must have experience with similar projects and hold a current City of Milwaukee Home Improvement contractor's license or other required licensing, not be debarred, and not be ineligible to be awarded federally funded contracts. As part of the bid, contractors must submit a list of principal owners, a list of all property in Milwaukee owned by the contractor and its owners, birth dates, and other requested verification information. The owner may reject any and all bids and may select the most responsible and responsive bidder who meets requirements and whose bid is reasonably within the market range. Upon acceptance, the contractor will execute a contract, provide a subcontractor schedule, and complete standard invoice documents. The contractor is responsible for obtaining and paying for all required permits, including lead abatement permits. The contractor must submit a schedule of payments and values for completed work. The City of Milwaukee's Rehabilitation Technical Specifications and Performance Standard apply, but if they conflict with the scope of work, the scope of work prevails. Bids can be withdrawn only in total by written request before contract award, and only in cases of significant financial hardship. The contractor must not discriminate in employment practices and must comply with the Americans with Disabilities Act. NIDC encourages participation of Small Business Enterprises and Section 3 workforce on contracts.
