Remodeling of a residential development in Milwaukee, Wisconsin. Completed plans call for the remodel of a residential development.
Financing for work is provided through the City of Milwaukee, Neighborhood Improvement Development Corporation (NIDC), which reserves certain rights and privileges as Lender. The Contractor must meet with the Owner at the property to inspect and review conditions before submitting a bid. If an addendum is necessary, it will be posted at least one week before bids are due and must be acknowledged by all bidders. Contractors must have experience with similar projects and hold a current City of Milwaukee Home Improvement contractor's license or other required licensing. The contractor and any subcontractors must not be ineligible for federally funded contracts, and the winning bidder will need to sign and submit a Certification of Debarment. Public records will be checked to ensure contractors and their principal owners are not delinquent with property taxes, do not have outstanding code orders, and do not have a record of fines for unabated code violations. As part of the bid, contractors must submit a list of principal owners, all owned property in Milwaukee, and other information as requested. The Owner reserves the right to reject any and all bids and to waive informalities. If the contractor's bid complies with the specifications and requirements, meets NIDC's minimum requirements, and is reasonably within market price, the Owner may select any contractor deemed most responsible and responsive. When a bid is accepted, the contractor will receive documents for execution, including the Contract to Perform Rehabilitation Work, Subcontractor Schedule, and Standard Contractor Invoice Documents. Contractors can request a blank template of the contract language. The contractor is responsible for obtaining and paying for all required permits, which must be kept current during the contract and warranty period. A lead abatement permit must be obtained from the Milwaukee Health Department, and work will be monitored by MHD. The contractor and employees must be eligible for lead abatement permits and work. The contractor must submit a requested schedule of payments and values for completed work; generally, payments are not less than $5,000. At the Owner's or NIDC's discretion, 10% of the requested amount may be withheld pending punch list work, including lead clearance. For Rental Rehabilitation projects, the last $1,000 of NIDC loan dollars are held pending submission of acceptable tenant certifications. The City of Milwaukee "Rehabilitation Technical Specifications and Performance Standard" are incorporated by reference. If there is a conflict between the Specifications and the Scope of Work, the Scope of Work takes precedence. Bids may only be withdrawn in total and by written request before contract award, and only in case of significant financial hardship at the Owner's discretion. The successful bidder must adhere to non-discrimination requirements, including compliance with the Americans with Disabilities Act. No public official, employee, or relevant commission member of the City of Milwaukee may have an interest in this contract. NIDC strongly encourages Small Business Enterprise (SBE) and Section 3 workforce participation on all contracts.
