In general, the scope of work for this project shall consist of the Pedestrian Crosswalk Safety Improvements located in various locations in the City of Absecon, Atlantic County, New Jersey. More specifically the improvements shall consist of the following Ten (10) raised asphalt crosswalks at various intersections along pedestrian transit access routes. Raised asphalt crosswalks will have a maximum thickness of 3" and will ramp down to match existing grades. Construction of accessible curb ramps to provide access to raised crosswalks inclusive of concrete vertical curb, concrete gutter (where needed), concrete sidewalk, concrete header curb (where needed), and detectable warning surfaces. Asphalt restoration consisting of dense-graded aggregate base course, hot mix asphalt intermediate course, and hot mix asphalt surface course, adjacent to new concrete curb and/or gutter. Traffic striping and markings of the various kinds and the relocation of existing regulatory and warning signs. Relocation of one (1) existing stormwater inlet structure. Every request for such interpretation should be made in writing, addressed to the Engineer, and to be given consideration, must be received at least ten (10) days prior to the final date fixed for receiving bids. The project involves the construction of several raised asphalt crosswalks across the city aimed at improving pedestrian safety. Bids must be submitted on the bid form prepared by Remington and Vernick Engineers, in the manner designated therein and required by the specifications. Bids are to be enclosed in sealed envelopes bearing the name and address of the bidder and reference to the particular work bid upon. Each bid must be accompanied by a certified check, cashier's check, or bid bond executed by the bidder as principal and a surety company approved by the City of Absecon in an amount not less than ten percent but not more than $20,000.00 of the bid amount. Each bid must also include a certificate letter from a surety company stating it will provide the bidder with the completion bond. The award of contract is subject to the necessary funding being provided by the City of Absecon lawfully, and to the securing of required State, Federal or Local permits. Bidders must comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq. (New Jersey Prevailing Wage Act), Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.), N.J.S.A. 52:25-24.2 (Disclosure Statement), N.J.S.A. 34:11-56.48 et seq. (Public Works Contractor Registration Act), and N.J.S.A. 52:32-44 (Business Registration Proof for contractors and subcontractors).
