The project involves the construction of several raised asphalt crosswalks across the city aimed at improving pedestrian safety. Bids must be submitted on the bid form prepared by Remington and Vernick Engineers, in the manner designated therein and required by the specifications. Bids are to be enclosed in sealed envelopes bearing the name and address of the bidder and reference to the particular work bid upon. Each bid must be accompanied by a certified check, cashier's check, or bid bond executed by the bidder as principal and a surety company approved by the City of Absecon in an amount not less than ten percent but not more than $20,000.00 of the bid amount. Each bid must also include a certificate letter from a surety company stating it will provide the bidder with the completion bond. The award of contract is subject to the necessary funding being provided by the City of Absecon lawfully, and to the securing of required State, Federal or Local permits. Bidders must comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq. (New Jersey Prevailing Wage Act), Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.), N.J.S.A. 52:25-24.2 (Disclosure Statement), N.J.S.A. 34:11-56.48 et seq. (Public Works Contractor Registration Act), and N.J.S.A. 52:32-44 (Business Registration Proof for contractors and subcontractors).
