The Contractor shall provide all resources necessary to conduct a duct bank survey at the Northport VA Medical Center, specifically investigating 20 designated electrical manholes (with up to 5 additional as required) to assess existing manholes, electrical feeders, and identify spare conduits for potential future use. Investigation includes visual inspection of electrical feeders, HV splices, conduits, and documentation of spare conduits, as well as dewatering manholes and clearing drains as needed. The work includes taking representative photographs, documenting the size, type, and quantity of feeders and spare conduits, verifying cable bends, inspecting terminations and splices for damage or overheating, inspecting porcelain terminations, providing infrared scans of all splices, inspecting manholes for spalling or deterioration, and mandreling spare conduits to confirm suitability. Contractor training must include NFPA 70E, Confined Space, OSHA 30 and 10 Hour safety, and confined space certification. Deliverables are to include as-built drawings in PDF and AutoCAD, a final written report with photos, condition assessments, recommendations, and an Excel table summarizing findings. Contractors must comply with all specified safety and VA requirements, maintain certified payroll and daily logs, and provide necessary documentation for personnel. Only work specified in the scope is authorized.
